Austin State Rep. Dianne White Delisi announced today that the winner of a statewide contest to create new Texas-themed artwork for the state's new Heirloom Birth Certificates and Marriage Commemorative Certificates has been selected by the Texas Commission on the Arts. The winning submission for both of the new certificates came from watercolor artist Joan Mints Hoffman of Salado.
"Entries came in from all across the state, but the two pieces that really caught people's eyes both came from right here in Central Texas," Delisi stated. "I am looking forward to seeing this new art become available on these commemorative documents, and I believe Texans will want to purchase them."
The new artwork came as a result of legislation authored by Delisi in the 79th Regular Session (House Bills 2100 and 2101). Proceeds from the sales of the heirloom birth certificates and commemorative wedding certificates will be used to support programs to increase the rate of childhood immunization in Texas.
“Texans are renowned for their state pride, and these heirloom certificates are another way for Texans to commemorate our culture,” said Delisi. “Since proceeds will go towards the childhood immunization fund, these certificates will not only make a memorable gift, but should make Texans proud to know their money will help a child in need.”
The new certificates will be on sale to the public as soon as the new artwork is incorporated into the documents. They will be available for $60 and may be ordered conveniently online at the Department of State Health Services website at:

Delisi thanked the numerous health care associations and hospitals whose generous contributions to a prize fund established for the winning artist helped spur a strong competition.
"This legislation passed unanimously in both chambers of the Texas Legislature and a lot of people since have helped its implementation move forward," Delisi stated. "It will offer Texans something of beauty to commemorate special events in their lives. It also offers Texas children the promise of a more healthy childhood."
