House passes Delisi bill to save state $3.9 million for health care while improving services.

AUSTIN -- The Texas House of Representatives today passed a bill by Rep. Dianne White Delisi, District 55, which will improve health care in state-administered health plans while simultaneously reducing costs.

"This bill will save the state nearly $4 million and will improve health care in all state-run health plans," Delisi said. "By utilizing disease management practices, we can improve the long-term health of state workers and reduce the need for the expensive emergency-room visits that have been among the leading causes of rising health costs."

House Bill 1735 addresses the cost explosion in the health plans run by the following agencies: the Health and Human Services Commission, Teacher Retirement System, Employee Retirement System, Texas Criminal Justice System, the University of Texas System and Texas A&M System.

The bill provides for management of chronic health conditions, such as heart disease, diabetes, respiratory illness, kidney disease and others. The Legislative Budget Board estimates that the bill would save the State of Texas $4 million over the biennium, as well as save the federal government $6 million.
